The Omaha City Council has established an additional structure to provide for specified work and improvements in downtown Omaha. Thus governance rests in the hands of two organizations, the Downtown Business Improvement District (DBID) which is a part of the Omaha city government and the Omaha Downtown Improvement District Association (ODIDA), which is a non-profit corporation that serves as the operating arm for the district. The DBID Board of Directors is appointed by the mayor, while the ODIDA Board of Directors is elected by the public in the following manner:

  • Two property owners from each of the 4 Wards elected by property owners in each Ward.
  • Five residents, tenants or owners, elected at large by District residents.
  • Five business tenants of the District elected at large by District business tenants.
  • The owners of the five properties with highest assessment in the District each have one representative.

Simply put, the city contracts with the ODIDA, a non-profit corporation, to do the work of the Downtown Business Improvement District.
